Selective and additional licensing checks in Leeds

Leeds landlords need to distinguish mandatory HMO licensing, selective licensing and any additional-HMO designation. These terms describe different housing controls. None should be inferred from an HMO Article 4 map. Check the exact address and actual letting arrangement against the current council scheme before deciding which application is needed.

The current Leeds selective licensing scheme

The East, South and West Leeds selective designation began on 9 February 2026 and runs to 8 February 2031. It includes parts of Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Hunslet and Riverside, Gipton and Harehills, and Farnley and Wortley wards. Use the official map: it does not cover every property in those wards.

The council guidance says the earlier Beeston and Harehills schemes ended on 5 January 2025. A licence held under an earlier scheme is not a reason to assume the new designation has been dealt with. When acquiring a property, ask which scheme each document belongs to and check its dates.

Check the property and any exemption

The council’s current page links an interactive boundary map and the designation with an indicative street list. It says an application is needed for each relevant property, including self-contained flats, unless an exemption applies. Properties already holding an HMO licence are among those listed as exempt from selective licensing; check the precise circumstances with the council.

Our recommended address check records the building, unit number, tenure and actual occupation. For a converted building, work through the units one by one rather than treating the whole street address as a single answer. If an exemption is proposed, retain the evidence and written explanation of why it applies.

Understand additional HMO licensing

Additional HMO licensing is a separate designation mechanism and should not be confused with selective licensing or planning Article 4. The Leeds sources linked here establish the mandatory HMO process and the current selective scheme. They do not provide a verified basis for claiming that every smaller Leeds HMO is covered by an additional-HMO scheme.

For a smaller shared house, ask the council a specific question using the address, residents, households and facilities. Avoid a generic question such as “Do four-bed houses need a licence?” because four bedrooms do not establish the number of people or the legal occupation arrangement. Keep the response with the property compliance record.

Budget using the right scheme

Leeds currently lists a selective licence total of £1,100 for an online application and £1,225 for a paper application. The fee is paid in two stages, with a qualifying Leeds Rental Standard discount available. These are selective-licensing figures, not the mandatory HMO fee. Check the live fee schedule before payment.

In a property portfolio, use a separate row for each address, scheme, application reference, status and fee. This makes it easier to spot a property that has been checked for planning but not housing licensing, or a payment recorded against the wrong scheme. Keep transaction evidence alongside the relevant reference.

Prepare a clear management handover

When a licence is issued, read the conditions and identify who will implement each recurring task. A landlord and managing agent should agree how documents, inspections and tenant concerns will be recorded. The agreement should reflect the actual division of responsibilities rather than assume that another party is handling everything.

If you buy or change the management of a property, obtain the existing records before the handover is completed. Ask the council about the applicable application and notification requirements for the change. A property that has been let for years still needs a current review when the legal or management circumstances change.

Ask for an address-specific review

Provide the complete address, flat or unit number, tenancy arrangement, resident numbers and any licence already held. Include purchase or management changes and the dates involved. This enables the appropriate scheme and evidence requirements to be checked without turning a general description of a Leeds neighbourhood into a definitive licensing answer.

Your questions, answered

Is the selective licensing map the HMO Article 4 map?

No. They serve different purposes. Selective licensing regulates qualifying rented housing in its designated area; Article 4 changes a planning permission route.

Does an old Beeston or Harehills licence settle the 2026 scheme?

No. Check the new designation and current application requirements. The old schemes ended before the new scheme began.

Are all properties in the six named wards included?

No. The designation covers parts of those wards. Check the official boundary for the exact property.
