Choose the correct fee category
A planning fee follows the legal application route and the proposed development. Do not use a householder fee as a general allowance for a house converted into flats, or assume a prior-approval application costs the same as full planning permission.
Use the current fee calculator linked by Leeds City Council and keep a record of the category selected. Ask the council if the proposal does not fit the calculator clearly. Rates and charging arrangements can change, so check again when the application is ready to submit.
Allow for charges outside the planning fee
A submission-platform service charge may be payable in addition to the statutory fee. Council pre-application advice has its own published charges. Professional design and planning work, measured surveys and specialist reports are separate budget lines.
For a rental conversion, allow for the separate housing-licensing process where it applies. For development, consider whether infrastructure contributions or other applicable levies need investigation. Eligibility, exemptions and the required forms need project-specific checking; do not infer a nil liability from a small initial design.
Avoid paying for the wrong submission
Check the location plan, ownership certificates, description of development, drawings and validation evidence before payment. An incomplete submission can delay the start of determination and require further work.
Agree who is responsible for the fee calculation and payment. Keep receipts and the council reference with the project record. If a revision changes the nature of the proposal, ask whether a different application or fee is required before proceeding.
Your questions, answered
Does a fee guarantee approval?
No. Payment allows the appropriate application to be processed; the proposal must still be assessed.
Where are the current amounts?
Use the official Leeds application page, the Planning Portal fee calculator and the Leeds pre-application tariff linked below.
